Starbase New Haven – With the Earth Stardock almost completed, Starfleet began to realized a significant problem: the Spacedock-class was costly to build, in resources and time. If Starfleet was going to continue production of these, they had better find more resources. The answer was reached, when the R&D teams proposed the Aurora-class. This starbase, though smaller then the Stardock, would be able to support as many ships, and provide a solid defense for a planet, system or sector, while carrying out all operations starbases usually carry out.----------------------------------------------------------------------------------------------------------
USS Shanghai – With the Federation sending its capital ships and multi-mission explorers further and further into unknown space, A gap began to be noticed in available vessels to fill those roles reasonably well.
Tasking the Advanced Starship Design Bureau with filling this role was no small feat. The proposed design needed to be as effective on station as a Galaxy class, as heavily scientific as an Intrepid class, and as capable of defending herself and others as a Sovereign class. The class would need to be easily refit, retrofittable, and be able to implement new technologies with ease.

USS Ottawa – By the time the 2330s began Starfleet Command was well aware of the aging designs of it's fleet. Without wanting to wait until the last moment, Starfleet decided that it would be prudent to issue an order to the Starfleet Corps of Engineers to begin drafting designs for a replacement design for the popular Miranda Class which was already numbering in the hundreds. While the Miranda Class was a popular, efficient and sound design, Starfleet knew that no design would last forever. The ability to refit vessels would only last so long until technological age or incompatibilities would make it more economically efficient to design a new ship. With no certain rush to design a new ship as a small, multi-role, deep space light cruiser while the Miranda remained in service, the Corp of Engineers began it's daunting task of replacing a legend in the fleet.

USS Ottawa A – The Insignia-class entered service as the ultimate multi-purpose craft. The modular saucer segments provided a flexible platform that could adapt itself to a variety of different roles. While the modules are not as easily changed out as a Nebula-class pod, they provide a way for Starfleet to create craft from the same basic platform that can fill a multitude of different roles. In addition, the spaceframe could be retasked to those different roles with dry docking procedures that were substantially less time intensive then a full refit. The class can be completed in specialized configurations to support scientific, tactical, or even marine missions. However, most Insignia-class ships are built to a mutli-mission configuration to provide a well rounded platform for Starfleet exploratory missions. They have mostly been deployed to supplement and replace the aging Ambassador-class vessels in its role as the fleet's multi-mission Heavy Cruiser, acting in a similar role to the larger Explorer type craft.

USS Saigon – By 2376 the Dominion War was over and Starfleet was faced with the herculean task of rebuilding the fleet. While classes like the Akira, Intrepid, Saber, Defiant and Steamrunner were being produced at record rates to bolster Starfleet’s numbers, it was decided that new designs were also needed to address gaps in functionality made apparent during the war.
